The Earhart Award marks the end of the the third phase of CAP’s cadet program and is the third milestone award in the program.  Russell’s award was the 16,396th Earhart award issued in CAP history.  Approximately 15% of all CAP cadets earn the award.  To earn the award a cadet must pass a closed-book aerospace exam, a closed-book leadership exam, a phyiscal fitness test, and demonstrate the maturity and leadership skills commensurate with the rank.  The award puts Russell in the top 5% of cadets currently active in Wisconsin Wing.
