Maj. Gen. Charles Carr, Jr., National Commander of Civil Air Patrol

MAJOR GENERAL CHARLES L. CARR, JR., CAP – CAP NATIONAL COMMANDER

Major General Charles L. “Chuck” Carr, Jr. is the National Commander of Civil Air Patrol. His primary duty is to lead CAP’s more than 61,000 volunteers in fulfillment of the organization’s three congressionally chartered missions:  emergency services, cadet programs and aerospace education, as well as CAP’s steadily increasing role in America’s homeland security.

As CAP’s top commander, Carr serves as a Major General (2-star), the highest ranking CAP Officer. He is also a member of the CAP Board of Governors, and leads the CAP National Executive Committee and CAP National Board – CAP’s governing and advisory bodies.

Maj. Gen. Carr was elected to a three-year term as National Commander on Aug. 18, 2011, and assumed command two days later at the conclusion of CAP’s 2011 Annual Conference and National Board meeting.

Before his election as National Commander, Maj. Gen. Carr served as CAP’s National Vice- Commander, a post he was elected to in September 2010. As National Vice-Commander, then-Brig. Gen. Carr assisted Maj. Gen. Amy S. Courter, CAP’s first female National Commander, in her final year of command.

Before taking on that responsibility, Maj. Gen. Carr served as the highest-ranking officer of CAP’s Great Lakes Region. He was appointed Region Commander March 1, 2007 and led the region’s 7,000 volunteers in his home state of Ohio, as well as Illinois, Indiana, Kentucky, Michigan and Wisconsin for nearly three and a half years.

Before becoming Region Commander, Maj. Gen. Carr served as Ohio Wing Commander, a position he held for three and a half years. He joined the Wing in 1989 as a member of Columbus Senior Squadron 801 and served as Director of Ohio Wing personnel, Commander of Captain Eddie Rickenbacker Cadet Squadron 803, Deputy Commander of Group VIII, Commander of Group VIII, Wing Air Operations Officer, Vice Commander of Wing Operations and Wing Vice-Commander. During his tenure, the Wing received various national Mission awards.

Brig. Gen. Carr is a senior pilot with an instrument rating. He also has a Master rating in CAP’s Personnel and Finance professional development specialty tracks.

His CAP awards and decorations include the Distinguished Service, Exceptional Service, Meritorious Service (one bronze clasp), and Brig Gen Charles E. “Chuck” Yeager Aerospace Achievement awards; Commander’s Commendations; and Search “Find”, Air Search and Rescue (bronze propeller), and Command Service (bronze star) ribbons. He also holds CAP’s highest academic honor – the Gill Robb Wilson Award. Maj Gen Carr is a native of Columbus, Ohio, and a graduate of Columbus East High School.

His education also includes management courses from the University of Maryland and military training that includes NCO Leadership School, Command NCO Academy, U.S. Air Force Senior NCO Academy, Military Police Investigations and U.S. Customs. He retired as a senior non-commissioned officer after serving 23 years in the U.S. Air Force.

In addition to his Air Force and CAP service, Maj Gen Carr has more than 16 years in retail sales and management.

He and his wife, Erena, are the owners of ABC Academy Daycare Center in Columbus.
